Purpose of the SGM:

  1. To update the constitution to reflect the trial registration process implemented at the 2021 AGM, to simplify DNA requirements in line with the change in process for horses with overseas parentage, and to amend registration fees to reflect changing database requirements.

 

2.   To update the Rules for Drum registration to bring them in line with the International Drum Horse Association requirements for registration.

 

 

Remit 1 Discussion:

The move to an online registration system with members providing all information including DNA at one time via an online process, has significantly improved efficiency of registration. At the same time, this difference in the way DNA is provided to the Association opens easier ways of dealing with the DNA from horses that have overseas parentage or have been previously parent verified at overseas laboratories – reducing duplication of testing and of costs to members.

 

With improvements to the registration system, the next urgently needed improvement is to the on-line studbook.

The Association has maintained a stud book since its inception ten years ago. Over that time the cost to register a horse with the Association has remained the same (Massey profile costs not withstanding). The current database being used to host the studbook is outdated for the number of horses and extent of pedigree that we are registering.

To have an adequate system going forward we need to upgrade from our current system so that we have a database that

  • provides for accurate and easy data entry and retrieval,

  • is straightforward to use and provides relevant, accessible information to members,

  • is future proofed and

  • provides data security.

A small increase in the registration fee is therefore proposed to assist in the upgrade of the studbook

6.2  All horse registration applications must include a hair sample for each horse and an authorisation form to the New Zealand Gypsy Cob Association Incorporated permitting use of the DNA for profiling and parent verification. This is a requirement regardless of whether a DNA profile has been completed at another laboratory. Should a copy of the DNA for a horse not be provided, then the horse shall be ineligible for registration.

 

 

Proposed

6.2 a. All horse registration applications must be accompanied by a DNA profile of the horse to be registered.

b. New  Zealand bred horses must provide the DNA profile generated  through Massey University.

c. Overseas bred horses may provide a full DNA  profile from a recognised overseas laboratory providing the profiles are compatible with Massey University profiles

d. Horses put forward for registration may be parent verified through a recognised overseas laboratory providing the profiles are compatible with Massey profiles

e. An authorisation form must be provided to the New Zealand Gypsy Cob Association Incorporated permitting use of the DNA for profiling and parent verification. This is a requirement regardless of whether a DNA profile has been completed at another laboratory. Should a copy of the DNA for a horse not be provided then the horse shall be ineligible for registration

 

 

Change to the registration fee structure

  • Foals/yearlings before their first birthday $30.00

  • Horses aged one year or above $50 (excepting 25-49 % amnesty)

  • Any change in the fee structure will be actioned from the 1 December 2021

6.3.3 Drum Horses – to stay in line with the Drum Horse Association rules for registration and so allow for ongoing registration of internationally recognised Drum Horses within the NZGCA Drum Horse studbook so that the Drum Horse can develop and grow as a breed in NZ. The proposed change is in bold/italics and addresses the percentage of GC in line with IDHA requirements.

6.3.3.Drum Horses

The Main Drum Horse Studbook is for those approved horses that meet all the criteria for registration as a Drum Horse.

These horses must be proven to be a combination of any of the following breeds: Shire, Clydesdale and Gypsy Horse. The percentage of Gypsy Horse Blood must not exceed 50% or fall below 6.25%. In  the case of imported Horses, the horse is registered in their country of origin with a recognised Drum Horse Association.

Main Drum studbook horses must reach a minimum of 16 hhs. Horses who meet all other criteria may be entered into the Foundation Drum horse studbook until such time as a height certificate of 16hhs or above is provided. Horses are then moved to the Main Drum Horse Stud book.

 

Horses that are registered on the Drum Horse studbook may also be registered on the Gypsy Partbred A or B registry if they meet the criteria for this.

 

Any New Zealand bred horse to be registered as a Drum with the New Zealand Gypsy Cob Association Incorporated is to have:

 

The Drum Parents registered with the New Zealand Gypsy Cob Association Incorporated or any other recognised New Zealand Drum Breed Society AND the horse DNA verified to both of its Drum or Foundation parents.

In the case of imported horses, these horses must be already registered in their home country by a recognised Drum Breed Society as a Drum and/or the horse must be DNA verified to both of its Drum parents

All imported horses that have their sire/dam named on their pedigrees must provide DNA verification of this to have DNA verified inserted on their registration papers. Should this not be provided then the registration papers will have “DNA not verified” endorsed on them.

In the case of foals imported into New Zealand in utero, the foal's imported dam must be registered with the New Zealand Gypsy Cob Association Incorporated and the foal's sire must be registered with a recognised Drum Society in the country of origin, and there must be a DNA profile for the stallion made available to the New Zealand Gypsy Cob Association Incorporated for the purposes of parent verification of any foal being registered with New Zealand Gypsy Cob Association Incorporated.

Embryo-transplant foals are eligible for registration subject to New Zealand Gypsy Cob Association Incorporated registration requirements

Overseas Drum stallions providing frozen semen must be registered with a recognised Drum society in the country of origin, and there must be a DNA profile for the stallion made available to the New Zealand Gypsy Cob Association for the purposes of parent verification of any foal being registered with New Zealand Gypsy Cob Association Incorporated conceived using such frozen semen.

This clause will come into effect once passed at an NZGCA General Meeting. The Drum registration of Horses already registered as Drums will not be affected by this clause.
