Amnesty for Purebred and Partbred progeny of deceased NZGCA registered stallions without completed Stallion Health Certificates

  

Background:

 

At the 2022 AGM the NZGCA membership voted to bring in the requirement that breeding stallions provide and pass a Stallion Health Certificate completed by a vet, to establish that they were fit to be bred from and had no heritable faults. Stallions were also required to provide PSSM1 And FIS test results. This requirement came into effect 18 months later on the 1st August 2023. The lead-in time for the requirement was so that stallion owners had time to obtain these health checks and to enable horses born prior to, or between the proposal of the remit and the requirement coming in to be registered. Most stallions in NZ already had health certificates and the large majority of those without one provided one within this timeframe. Multiple communications were sent to members via email, social media, and newsletters to remind them that this requirement was to take effect.

 

However, after the requirement for the stallion health certificate to be provided (1st August 2023) took effect, a very few registered stallions were still without health certificates and have subsequently died. This means under the current constitution, progeny that are not already registered by these stallions, are unable to be registered.

 

Proposal:

 

It is proposed that a 6-month amnesty is introduced so that progeny of these deceased NZGCA registered stallions may be registered if all other registration criteria are met AND the progeny to be registered provide a health certificate (vet check) equal to that required by stallions and also supply PSSM1 and FIS testing results.

 

The criteria for registration of a horse under this amnesty is proposed as :

  1. The Gypsy Cob parent/s are registered with NZGCA.

  2. The horse is DNA verified to the NZGCA registered Gypsy Cob parent/s

  3. The horse passes the NZGCA stallion health certificate (minus the reference to external genitalia for mares/geldings) and provides this to NZGCA

  4. PSSM1 and FIS testing results are provided for either both parents or for the horse that is to be registered.

  5. An application for registration is submitted via the usual NZGCA process.

 

Please note: The current constitution states that in reference to the gypsy cob parent/s, any parent that has 25% or more gypsy cob blood MUST be NZGCA registered for the progeny to be eligible for registration. This includes pure or part bred Gypsy Cob parents. If one parent with over 25% GC blood is not registered, the progeny of this unregistered horse cannot be registered. In other words, if both parents contain gypsy blood both parents must be registered, and the horse DNA verified to both registered parents. This proposal does not affect or change this part of the constitution.

 

 

Remit to be voted on:

 

This remit affects clause 6.4 of the constitution:

 

6.4 Stallion Health Certificates: All Pure and Part Gypsy Cob and Drum Horse stallions must have completed and passed the NZGCA Stallion Breeding Registration Certificate requirements prior to their foals being registered. This clause takes effect from 1 August 2023. After this time, progeny of stallions without a stallion registration certificate will not be eligible for registration.

ADD:  An amnesty shall apply from the 1st June 2024 to the 30th November 2024 whereby NZGCA registered stallions, who are deceased prior to 1st June 2024 and have not provided a stallion breeding registration certificate, may have progeny registered as long as the progeny applying for registration:

  1.  meet all other registration criteria,

  2. complete and pass the NZGCA breeding certificate (modified as appropriate for mares/geldings) to NZGCA and

  3. either both parents or the horse to be registered provide PSSM1 and FIS results to NZGCA. 

 

This clause expires at 5pm on the 30th November 2024.
